Job Description:

Responsible for leading the environmental, health and safety governance

process. Lead and direct 12 Regional Environmental Health & Safety

(EHS) Managers and Analysts and manage an approximate $ 6 million annual

budget. Responsible for the overall creation and development, and

maintenance of effective Environment Health and Safety programs for the

organization and its projects. Specific examples of EHS programs:

Behavioral Based Safety Program, Hazard Identification Program,

Defensive Driving Program, Transitional Duty Program, Ergonomic Program,

Electrical Safety Program, Working at Height Program, Personal

Protective Programs, Spill Prevention Control and Countermeasure

Program, Above Ground and Underground Storage Tank Management Programs.

Ensure compliance with all environmental, health and safety regulations,

and keep abreast of any changes to laws and regulations that impact the

organization. Oversee organizational compliance with local, state and

federal environment, health and safety regulations. Establish and

maintain a framework for all EHS activities to report and track EHS

incidents. Build a positive safety culture with focus on influencing

behaviors. Coach employees on interpretation and administration of EHS

policies and procedures. Analyze and recommend cost-effective and

efficient systems for providing safety information to enhance value to

customers and other third parties. Assist in the development of systems

and practices that encourage continual improvement in environmental

health and safety performance at company’s operating units, including

conducting facility risk assessments to identify high-risk operations

and determine needed courses of action, develop mitigation plans and

practices, and make recommendations. Consult with experts to provide

environmental testing, facility inspection, and evaluation and

compliance with applicable laws and regulations and work with the Chief

Operating Officer, Facilities, Security, Human Resources and the Risk

Management groups to prepare for regulatory audits, (EPA, DOT, OSHA,

DEP) and crisis management. Consult with business units concerning the

organization of licenses and permitting requirements. Scope of EHS

support and service includes; Construction; Field Services; Outside

Plant; Head Ends; Sales; Customer Service; Billing and Collection; and

Corporate.

Requirements:

Master's degree in Occupational Health & Safety, Industrial Engineering,

Mechanical Engineering or related field (willing to accept foreign

education equivalent) plus in occupational health and safety consulting

for a geographically distributed workforce. Or, alternatively, a

Bachelor's degree and 7 years of experience as stated above.

Also requires:

1) Demonstrated Expertise (DE) guiding safety activities by developing

a detailed granular strategy developed from a comprehensive

understanding of the gap between where the organization currently

operates and the future desired end state; 2) DE integrating and

coordinating environmental, health and safety activities across business

functions which complement other business processes with a high degree

of sophistication; 3) DE creating systems, standards, and procedures for

occupational health and safety in an uncontrolled, dynamic work

environment; 4) DE achieving organizational culture change focusing on

behavior, including creating a set of observation skills and associated

meaningful actions to reduce exposure risk; 5) DE achieving a proven

track record in improving safety performance based on an exposure risk

approach that results in low OSHA reporting rates as compared to NAICS

industry ratings; 6) DE in leading incident investigations, incident

panel reviews, managing workplace emergencies and performing crisis

management; 7) DE negotiating with legal departments and governmental

agencies (OSHA, EPA, DOT and DEP); 8) DE developing reports on health,

safety and environmental findings to deliver to company management and

government agencies; and, 9) DE performing Health and Safety Lead

Auditing and Environmental Lead Auditing training.
