Budget Coordinator/Special Projects B.U.: AFSCME 818 POSITION DEFINITION & EXAMPLES OF DUTIES: This is highly responsible administrative work directing and coordinating the formulation, presentation and administration of Town Budgets. Directs preparation of the Town operating and capital budget plan; prepares financial documents; implements and monitors spending plans to insure all departmental budgets adhere to the authorized spending; and performs as internal auditor. Monitors spending and assists in the review of all transfer requests required during the fiscal year. Prepares comparative analyses of operating programs by analyzing costs in relation to services provided during previous fiscal years. Develops all budgeting analysis including wage settlements, personnel budget controls, and other special accounting, budgeting, and auditing studies. SUPERVISION RECEIVED: Works under the general supervision of the Finance Director or the Deputy Finance Director. SUPERVISION EXERCISED: At the direction of the Finance Director, or Deputy Director, may supervise employees of equal or lesser classification within the Department. May provide administrative/technical supervision and guidance to all Town Departments in budgetary matters. ILLUSTRATIVE EXAMPLES & DUTIES OF SPECIAL PROJECTS WORK: In addition to budget coordination duties and responsibilities, works with staff in the Finance Department, and/or other departments or divisions to carry out and successfully complete assigned projects. Assists in the development and implementation of procedures or processes that result from a completed project or study at the direction of the Finance Director. Monitors departmental programs and systems for compliance with contractual obligations or practices currently in place. Serves as the key contact with user departments and/or the Office of Technology for technology related projects. Coordinates and is generally responsible for bringing appropriate resources together to complete special projects as assigned by the Finance Director or Deputy Director. Designs and maintains intricate accounting and finance assignments. Participates in managements analysis of the effectiveness of a department's/division's policies, internal organization, management and operating procedures, and prepares recommendations. Performs other related work as required. KNOWLEDGE, SKILLS AND ABILITIES: Thorough knowledge of accounting and budgeting principles and practices. Ability to read and interpret complex written and statistical material. Excellent oral and written communication skills. Ability to develop short and long term operational plans and programs; ability to analyze and then recommend difficult decisions within strict deadlines in an environment of limited resources and competing claims; ability to establish and maintain effective working relationships with superiors, subordinates, associates, auditors, banks, officials of other agencies, and the general public. MINIMUM QUALIFICATIONS REQUIRED: A Bachelor's Degree from a recognized college or university in accounting, business, finance or public administration and a minimum of six (6) years' progressively responsible experience in a position requiring the development and administration of operating and capital budgets OR a Master's Degree from a recognized college or university in accounting, business, finance, or public administration and a minimum of three (3) years' progressively responsible experience in a position requiring the development and administration of operating and capital budgets.
